HAKAINDE HICHILEMA FIRING BLANKS
Yesterday Outgoing Dictator Hakainde Hichilema posted on his Facebook page “ Fellow citizens, Kindly note that we have made the following changes. Hakainde Hichilema
President of the Republic of Zambia”
This announcement comes barely a day after after Laura Miti, a staunch supporter of Hichilema, posted on her Facebook page that “the current President is the most dissapointing for me.
I mean, corporate background and all. How can he be so bad at hiring and firing, or so at ease with incompetence?”
Is it a coincidence or the President is reacting to Laura Miti's comments, or she knew what was coming and wanted to make her disappointment known before Hichilema made new appointments to avoid injuring the man who is believed to have a very fragile ego.
But the extent of changes announced clearly show that this is another opportunity missed for Hichilema to demonstrate that he is capable of hiring the right people and firing non-performers.
But looking at the names and portfolios where the changes have been made, we are left to conclude that Outgoing Dictator Hichilema is simply tinkering with things where it matters little.
For example there is no visible success or anything of note about which Former Ministry of Defence Permanent Secretary Norman Chipakupaku has been rewarded with a move to the Disaster Management and Mitigation Unit (DMMU).
What about Josephs Akafumba, Permanent Secretary Home Affairs. Is he being discarded because he was only good for ensuring the Registrar of Societies facilitated dubious changes of names of office bearers for opposition parties targeted for destabilisation?
And now that the Patriotic Front Miles Sampa project has failed completely, he can be shunted to vegetate in obscurity, using the polite phrase "awaiting redeployment".
If Outgoing Dictator Hichilema needs help identifying non performers among his appointees, ordinary Zambians can help him.
For example, the Zambian Whistleblower conducted a quick poll asking people to vote for heads of Zambia's missions abroad whom they believe are the least effective.
The poll has more than 1400 votes and the rabid Elias Munshya received 1300 votes.
The Majority of respondents would obviously want to see this cadre recalled.
But because Munshya spends a lot of his time on social media politicking and praising the United Party for National Development (UPND) and Outgoing Dictator Hichilema, he will probably serve until UPND is ejected from power.
In the eyes of those polled, it is praise singing, and not competence that is the major consideration in keeping him in the job.
But Munshya is here just being used as an example. There are a host of cabinet ministers and permanent secretaries who are either simply eye candy or owe their jobs to the current tribal and regional preferences of the current leadership.
When it comes to Ministers, there are even some who are accused of corruption, but cannot be asked to step aside to allow for proper investigations.
On 25th July 2024, the Anti Corruption Commission (ACC) said they were investigating Cabinet ministers for corruption, but up to now, the outcomes of those investigations remain unknown.
Now Hichilema is making a show of firing a couple of provincial ministers to pull wool over the eyes of the public.
But these changes are just for showmanship. They will neither fix what is now a confirmed incompetent government, nor bring any improvements to service delivery to the long suffering Zambian public.
